02Why do the cities differ so much?
Each city decides what counts as a 311 request. Chicago's figure leaves out information-only calls and airport noise. San Francisco logs every street-cleaning request. Compare a building with the rest of its own city.
03Do complaints show who filed them?
No. The public dataset carries no names or contact details. A report shows the complaints at an address and nothing about the people who filed them.
